The STEVAL-IPM30B is an IGBT-based SLLIMM (Small Low-Loss Intelligent Molded Module) power stage STGIB30M60TS-L, so it is mainly intended for higher motor voltages. Due to the relatively high IGBT saturation voltage of IGBT, it is not a good fit for a 24V PMSM minimal setup. The STEVAL-IPM30B is specified for a minimum DC bus voltage of 125V.
For your use case, a low-voltage, MOSFET based reference design would be more appropriate, e.g. the EVSPIN32F0251S1 or the EVALSTDRIVE101?
