I'm not from ST but I see three possibilities:
1) ST don't see it as urgent. MBED TLS will compile and run on stm32L4. And someone who is sufficiently motivated can rewrite the ST example to use available encryption hardware of L4 instead of F4
2) They're busy beavering away on this right now. But don't want to release it, or even promise a delivery date, until it passes all tests.
3) They're holding off any work on MBED TLS until MBED TLS 3.0 is released (due last month), as there will be major changes to the underlying structure - separating off the encryption stuff from the protocol stuff.
