is it possible that hardware side issue has been come which can not detect the USB CDC?

I'm working on a STM32L1 board using CDC but there is problem i'm facing to communicate, the problem is my PC does not detect the USB Virtual COM port,

> All the necessary drivers has been installed properly.

> Stack size is 0x2000

> Heap size is 0x4000

(These two values taken from the sources for solution)

> External crystal has been connected.

is there anything that i'm missed something here or have any idea to solve this problem?
