STLINK V3MINI that is used to download the bin file on the Evaluation board cannot be connected to the STM32CUBEProgrammer. Error shown in this case is: NO debug probe detected. Can someone please guide me with it. Thank you!!

Would check cable, want a high quality cable, and not a charger cable with power only, and no data.

Driver needs to load for apps to access. Check present via Device Manager.
