It's mean St-link Utility will disapear and will be unavailable on ST site? If so, how much time I have to start using CubeProgrammer?

At the moment there is no plan to make it unavailable - it just won't get an update anymore.

Apart from that, STM32CubeProgrammer can also run under Linux and OSX in addition to Windows, supports considerably more interfaces and has considerably more functions than the ST-LINK Utility.
