I am trying to program my STM32F103C8T6 from ST link utility but it is showing 'Some Flash Pages are write protected'error while performing full chip erase. I have tried direct programming option in st link utility but it is not programming at all.

I have solved this problem using st link utility and removed protection of flash caused by unknown error.

Are these standard boards, and official ST-LINK? or cheap/boot-leg
Flashing issues like this tend to be issues with communications (connectivity of SWDIO/SWCLK, etc, or USB to the Pod), or at the chip level with power supply issues. The charge pump pulls more current than normal operation, make sure your supply isn't browning out, or signals on NRST either from internal or external POR circuits. The STM32 drives reset by thresholding VDDA.

Prasad Dait's and RDean's answer just made me look like a hero.
Removed the write protect bits allowed me to program an unresponsive micro. Good call.
