How to program a microcontroller with stlink v3 mini?

I have recently bought a stlink v3 mini and I have connected with STM32F103C8 (blue phill) board with SWIO, SWCLK, and Gnd. I tried to upload a blink program many times. But it says failed to start GDB sever and no device found on the target and I tried with STLink utility, the result was same. I have installed the drives properly, checked the connects more than 20 times with a continuity tester. Even I have updated firmware. Nothing work for me, so anybody has an idea how to solve this problem. Kindly, tell here. Thank you...
