L6470 Motor Driver Kval Parameter

I'm using the AN4144 Application Note to program the parameters for the L6470 Motor Controller. It shows that the Kval correlates with the desired voltage, or the target current multiplied by the motors' resistance.

but the only other reference to Iph is as seen below.

If we negate the BEMF and the impedance from inductance, these two formulas look the same, and are just Ohms law.

But obviously these two definitions are circular, and are dependent on the frequency, or speed of the motor. This, however, all seems trivial because the Voltage and Current will vary according to speed, but the one Constant is the Resistance. So, once I've measured my motors resistance (3 Ohms), how can I calculate the ideal value for the Kval parameter?
