Well, if you have the device (part) in front of you, it would be very helpful if you took a legible photo of it.
If you only have the data sheet, then please upload either the URL to the data sheet or at least a complete page.

Ah, you're talking about the L9825. I have no information about its exposed pad, but it should indeed be connected to GND. This should be confirmed by a measurement between pin 1, 10, 11 or 20 to the exposed pad, which should give ~0ohm in each case.
