It is a custom ordered IC by Siemens (this means the "SIE" in the type). This IC replaces the older hybrid called "IGBT-ASH 462 000", driven by the same HCPL-4514 optocoupler. As I know its nothing but an IGBT (or BJT in older models, like the 36/47kW E/R module with the massive MG150.... darlington half bridges) gate driver with active Miller-clamp. Sadly, you and anybody never get the datasheet for that, unless you work for Siemens and want to steal from the company's database.
