I just bought a SPWF01SC.21  2.4 GHz IEEE 802.11 b/g/n transceiver module

with a STM32 ARM Cortex-M3.I am new to ST processors, which IDE can I use to program it (does MBED work?) and 

does anyone have an example program for a Web Sockets server application?

Software for radios almost certainly requires direct contact with ST through normal sales/distribution channels and NDA, etc.
