Sorry, but I think you are out of luck. The manual says:
DBGRQ. When high, the system requests the ARM7TDMI to unconditionally enter the debug state. This pin must be kept LOW when emulation features are not enabled. It's a hardware problem, and I cannot see a possible software workaround. - mike
