yes, this setup is possible, i.e. VDD_IO = 1.8V. But you have to connect the pull-up resistors between the I2C lines and VDD_IO. In addition, the IO voltage of the controlling microcontroller must also be at the same level, i.e. here 1.8V, either directly or via a level shifter.
And yes, core voltage VDD and io voltage VDD_IO can be different. But in this case you should put an additionally blocking capacitor of 100nF between VDD_IO and common GND.
