MCU manuals/api as an XML or HTML instead of PDF

Does ST provide these manuals in a format other than pdf? Maybe an XML or HTML webpage format that you can click through?

Modern browsers can display PDFs online (try this). Clickable and with TOC.

Although ST could do better with making cross-references clickable...
