why the ADS model of PD84008-E can't be installed into ADS?

Hello 

     I am trying to design a 2w transmitter with frequency range of 72mhz to 73mhz, I want to use PD84008-E;

I've download  it's ADS model, but I am failed to unzip it into ADS(as below picture), because no lib.defs in the 

ADS model folder;

where can I get lib.defs??
