The power dissipation is actually only important for TVS diodes because their test pulses last considerably longer. With ESD diodes, however, this is not important because ESD pulses are in the nanosecond range
Is there a specific reason you want the power dissipation specified?

I have to certify a product for ATEX (explosive atmospheres) : Thermal ignition consideration. / Directive 2014/34/EU
The temperature of a mounted component must not exceed 270°C (in case of an short-circuit for example). That is why they are looking for the power dissipation and the Rth.
