my old tea2025b speaker stopped working ,can i use this ic to make new stereo speakers or there is another better ic for making speakers ?

It depends on what you mean by "better", as well as what exactly you want the amplifier to do. The TEA2025B was a stereo AB amplifier with a single supply that could be operated with voltages between 3...12V, but depending on the voltage it only delivered 0.1W to just under 3W output power.
The TDA7269A, on the other hand, is actually designed for split supply, i.e. positive and negative supply voltage between ±5...±20V. However, it can also be operated with single supply between 10...40V.
Now it depends on which supply voltage you have available and which load impedances are to be connected (4 ohms, 8 ohms, etc).
