STNS01 CHR pin keep toggling(fault condition)

I've tried 3 circuits for testing, with various 1 cell LiPo batteries(300mA~ 500mA)STNS01 CHR pin keep toggling 1Hz when VBUS connected in.(with or without battery)And it is not charging batt. at all.VBUS 4.92V, Batt 3.8V
