how did you start your project? Where does your IOC file come from?

I recommend you to use the latest version of STM32CubeMX 6.16.0 and STM32CubeIDE 2.0.0 to create your project.

Also could you please provide more details about the MCU you use , or it would be helpful if you could share your IOC to check your configuration ?
