Error trying to load image for debug with STM32CubeIDE v1.12.0

I am trying to flash an image into a target to debug. I am using STM32CubeIDE v1.12.0. I enabled logging when I start the debugger. The first error encounter is "Encountered Error when opening:\ST\STM32CubeIDE_1.12.0 . . . \STM32_Programmer_CLI.exe". I have verified the file exists and I can execute it manually. But the program exits so quickly I cannot determine if there is an error displayed. I know the target hardware is good because I can download and debug using older versions of STM32CubeIDE (1.8.0). Any suggestions would be much appreciated.
