How exact are you wiring this? Using the ST-LINK VCP, or an external dongle or converter?
The pin outputs are at CMOS level, not compatible with RS232 levels/connectivity.
Send a 0x55 pattern repeatedly, check signal with a scope, confirm baud rate, ie 4800 Hz squarewave is 9600 baud.
