Maybe you can find a DIP28 adapter/breakout board?
Generally few enough pins you can wire it up without being encumbered by design choices others have made on NUCLEO type boards.
There's probably some G0 NUCLEO's that might suit if you want the built-in ST-LINK. Personally I'd just find some cheap CMSIS-DAP debuggers and use those
