I am using st-link v2
I cannot upload the program to the microcontroller

perhaps your board or chip is non functional. What error specifically is reported?
Is the chip powered?
Is it correctly orientated?
Is VTarget of the ST-LINK powered?
Is this an authentic standalone ST-LINK or something else?
If a NUCLEO or DISCO board is the ST-LINK disconnected from the local Target MCU?
I'd connect up NRST.
ST-LINK V2 or V3?
