UART can't receive any data, why?

In Nucleo-144 stm32f746, I can't receive any data on uart.

I write sevrel codes, but none of them works.

Can everybody help me?

Ok, but code that's in your head can't be critiqued, show the code as it might be more apparent why you're off track.
