Does ST offer a microcontroller capable of directly measuring 4-20 mA DC current?

Hi,

no.

You just can use any cpu with ADC input , plus resistor to ground. Thats it.

Typ. 100 ohms, then you get 0.4 ... 2V at the adc-input.
