Please note that typo is fixed in the revision 6 of RM0433.
And now I think the secret is revealed with the announcement of STM32H7 dual-core described in RM0399.

Ops: I missed the content.
RM0433, 59.5.8 Microcontroller debug unit (DBGMCU) writes on page 3131:
"They are also accessible by both processor cores at base address 0x5C001000"
Probably "by both the processor and the debugger is meant"
