You can try other baud rates to figure out what's going on, or use a scope and determine the rate being used.
The most common failure DISCO vs EVAL boards is that the former uses an 8 MHz crystal and the latter a 25 MHz one, you need to make sure the code loaded has a coherent view of the hardware so the generated baud rates are valid.
