What will the data of the conversion case, if the VINN is greater than the VINP?

Will I get a range of output data changes from -4095 to +4095

when VINN changes from VREF+ to VREF- and VINP from VREF- to VREF+?

no you will get a output data from 0..4096 -VREF/2 ... 0 -> 0..2048 ; 0... VREF/2 -> 2048...4096
