Broken board?

I have a problem with my f429I-DISCO board. When I plug it into USB, it doesn't power up and the MCU gets very hot in a few seconds. But if I remove JP3, the board powers up normally, doesn't get hot, but when I try to flash a code I get a message saying 'No target connected'.

Is there any way to solve this issue or is the board broken?

Pretty sure it is not a software setting, so unless you trace the circuit, check voltages and identify/replace the damaged components, you're going to have to replace the board.

Check the voltage on JP3, if that isn't excessive (should be 3V), you might try removing and replacing the STM32F429 chip.
