All production is going to fill orders.
Retail Distributors will get whatever they ordered much as anyone else would. They have trouble predicting random demand that shows up, plus other businesses grabbing any parts that do show up there to shorten their own wait for parts.
The industry has moved entirely to build-to-order over the last several decades, and away from warehousing vast stocks of a few ICs.
Don't expect the situation to improve dramatically in the next 12 to 18 months. Plan accordingly.
