Not doing a full analysis, but

3N is not being enabled

and PWM output is not enabled

/* Main Output Enable, and Input */

TIM_CtrlPWMOutputs(TIM1, ENABLE);

Ok i enabled PWM Signal and i get it only on TIM1 Channel 1. Gut i can't get a high signal only on TIM Channel 2x. The high signal is on channel 2x and 1x.
