The stm32 is not supplied with current.

Hi, I designed stm32f413RGT6. But when I supplied 5V as a power supply, I only get 0.00~0.01A.
When I measure with a multimeter, the chip has a voltage of 3.3V.
I think it's a problem caused by not connecting VCAP1, so I connected 4.7uF to VCAP1 with GND, but the problem is the same.
Can you help me?

Check you see 1.25V at VCAP pin
Check part orientation
Check level on NRST

On the nrst pin, when you open the switch, when you close the 3.3V switch, 0V comes out normally.
Also, there is no problem with the direction of the parts.
1.13V is measured in VCAP1, is there a problem with this?
