ST-Link/V2-ISOL "Target detection failed"

I'm using an ST-Link/V2-ISOL and installed the drivers (stsw-link009_v2.0.2) and ST-Link utility but I keep getting the "Target, detection failed" error in the Utility. Same result in the STM32 Cube Programmer. How can I fix this issue?

I am using 64-bit Windows 10 with the latest updates. When I plug the ST-Link into my computer it is detected in device manager as STM32 STLink so there is not trouble with detecting the device.

Means it can't see a target board. This isn't an error about the ST-Link.

What board are you trying to connect to? How is it powered? How is it connected to the ST-Link?

Thank you for that, makes sense.

I'm connecting it to a Dragino temperature sensor, which is battery powered. The sensor is on and reporting data so it is not a power issue.

Is that even designed to be reprogrammed with an ST-Link? What is your intention here? And again, how are they connected?

Yes, it is only programmable via ST-Link.

My goal is to update its firmware.

I connected it according the pinout instructions given to me by the manufacturer (Pins 20, 15, 9, and 7 to their respective pins, per the instructions given b Dragino. See attached photo). Also connected pin 19 to pin 1.

Might want to try a lower clock speed. You can try to connect under reset as well. Connections look okay.
