ST_LINK can not connect to target

Hello, I've been trying everything for days to fix this error. They said to set the BOOT0 pin to GND. I followed these steps. I tried many solutions from YouTube videos and the STM32 website, as well as solutions from forums, but none of them worked. I downloaded apps and changed the settings on my computer, but to no avail. What should I do in this situation? Is the problem with my computer? I'm using the STM32 VL Discovery card. Could you help me?

At first: use STM32 Cubeprogrammer, as Link utilities are deprecated and used no more.

Can you try and use Cube programmer, as I told you?

Maybe download actual version from STM first.

I tried all versions and at this part of the download process I always get a blank page.

I solved CubeProgrammer problem. My computer language was turkish, I changed computer language turkish to English and Carried my computer location to America. But ST-LINK problem wasn't solve

What should I do

Target 0V says: no power at the target CPU.

So it cannot work.

Did you change the jumper settings?

Read in user manual for your board, which jumper positions are " standard" , to power the whole board from the USB cable.
