Is it possible to include the ST-LINK debugger/programmer same as on NUCLEO-H745ZI on a custom designed STM32H7 board? If so, can I just program the ST-LINK processor using ST-LinkUpgrade.exe on this custom designed STM32H7 board?

It seems likely a relatively simple thing to do, if they sell physical IC's keeping track of the licence payments would be easier, but I think we're probably at the point they could just ship a .BIN, .HEX or .DFU
