I don't know what to do, the chip in the picture has jumper inputs and I tried to connect with stlinkv2 using them. But it didn't happen. Also, there is a 5th jumper input that I do not know. What is it?

For the L011 try using the STM32 Cube Programmer

Keep the connection speed low for CM0 devices.
It is some random board, we'd know the jumper positions how? You'll have to probe the circuit. Could it be NRST?
The device may be in a low power mode, locked/secured, or simply non-functional
The BOOT0 pin looks to be grounded so you can't get the part into a more controllable state.
