[STUSB4500] Unable to get 20V 5A from STUSB4500 evaluation board over I2C

Hi, I am trying to program the evaluation board (I2C) without the NUCLEO board or GUI. I have configured the power profile correctly for PDO3, and confirmed through a register read on RDO_REG_STATUS, but the board keeps capping the power output at 20V, 3A. I'm reading the default current sink value to be 1A for PDO3, but I'm somehow able to pull up to 3A.

On PDO2, after a hard reset, I can pull up to 4.2A at 15V (60W) before the board caps it. When I write to the I2C registers to modify PDO2 voltage to 20V, I'm suddenly capped at 3A again. It seems the board cannot go above 60W. Any idea what I could be missing here? Thanks.
