The same Crypto implementation process time quite different from flash to ram

Hello,
Target: SPC584C
We integrated crypto rsassa-pss into our Primary Bootloader and Secondary Bootloader.
Primary Bootloader is running on flash and to download Secondary Bootloader, while it uses almost 22s to verify signature.
Secondary Bootloader is downloaded to RAM and runs on Ram to flash application. it uses 4s to verify signature.
It is a huge difference since Secondary Bootloader is only 143K while application is 1157K. but it seems Primary Bootloader runs crypto slower than Secondary Bootloader on RAM.
The crypto implementation is the same.
Any idea why it is like this?
