PM8803C asserts TP2 without 802.3at Type 2 sequence

I have a PM8803C which asserts the TP2 pin when it only sees a single classification event (vs 2 event for Type 2 per 802.3at standard). I believe a non-standard 2.3ms 6v pulses for 114ms delivered on power up triggers the PM8803C to assert TP2.

Can anyone confirm this (unpublished?) sequence to get the PM8803C to assert TP2?

The gear generating these pulses are marked as "pre-compliant" for 802.3at, but are marked by the vendor (Cisco) as compatible with the equipment containing the PM8803C (Cisco 3702). The pair work together without issue and the 3702 sees the high power presumably due to the PM8803C asserting TP2.
