ST-LINK_CLI.exe Unable to open file!

The CLI works fine on Windows 10 but on a Windows 11 computer I get this output:

It would be really helpful if the error message gave the path of the file it can't open.

What arguments are you calling the CLI with? Spaces in path?

I'm not calling it, it's called by a flashing app.  The same app that works perfectly on Windows 10.
