Yes, indeed, it is empty as target folder for the project creation during relevant hands-on. All the needed steps are described in slide set, I've pointed.

I struggle with te AT-commands on (WM-SG-SM-42_Shield_V1.0)

and see "AT_Master" example for STM32L073RZ-Nucleo
Please, consider the module populated on the top of WM-SG-SM-42_Shield_V1.0 is AT-cmd driven Lorawan modem manufactured by USI (it is NOT ST module but ST MCU is inside), link to resources is below
