There isn't any PC14 PC15. Is it really inaxessible on this MCU and I'm have to find suitable HSE crystal in order to get high-presition RTC?

Hello MBelk,

Pins PC14 and PC15 are indeed not present on the TSSOP20 version of the STM32F030. As such, you cannot add an external low-speed oscillator. You can still use the internal low-speed clock (LSI) as a source for the RTC, although the achieved accuracy won't be as high as when using an external low-speed clock.

Yes, but 4.096 MHs standard HSE crystal resonator will helps.
