ST-Link_CLI.exe Can't Access Some Core Commands

Hello Sir,
I work on an evaluation board stm32f4 discovery, using ST-Link Utility v3.6 on Windows 8 with an usb connection. When I load an hex into memory, the command to run application fails with the message no target connected. Using the visual interface based on MFC and STLinkUSBDriver.dll, it works, but i need to do the work programatically. What i have to do to make the application running using ST-Link_CLI ? All commands works except some Core Commands. Thanks a lot for help.
