Are there no provisions to support on board ST-Link?  I would like to include ST-Link as part of my design.

I'd imagine you could license it like any other IP, or just steal it like the Chinese vendors. The circuit has a schematic, the chip is defined (STM32F103CBT6 ST-LINK V2-1), and the firmware is easily found.

ATMEL sold a debugger chip, ST never has, and had close of a decade to think about it. I think people like Segger have a more formalized licensing program, but likely to have volume/price targets.

I just put a header on my board, and avoid dealing with third-parties wanting payment for every board I ship.
