As @Community member​ suggests, your question doesn't make much sense -please explain what you are actually trying to achieve.
A complex system designed from scratch never works and cannot be patched up to make it work.

You could appear as a mass-storage controller with a file on it, that windows could see, but you're not going to be able to get windows to "create" anything, at least in the sense that the STM32 pulls some strings, and the PC performs some file creation.
