If it is, like you have decribed, ROP perhaps only works with enabled debug access?

I suppose, that intruding code won't check ROP 😉

So I have to get JTAG or SWD access, copy montitor programm to RAM, set BOOT pins to boot from RAM, disconnect debugger, reset and ...

my programm will have full access to the system?

This sounds not very secure, but would fit to the rest like datasheet quality 😉
