Build circuit with STM32F103C8T6, can upload code but cannot debug

Hello

I have build a circuit with STM32F103C8t6, and I use Keil uvision 5.11

I can upload code and " Aplicaition running" but there is " Internal command error". I test the circuit with Osiclloscope and It works

But I cannot access to watch the variable and memory the code Stop at HAL_MSPInit() and it there is error " Internal command error" again.

You do not tell what tool it is that generates " Internal command error".
