Below 60mV controller unable to produce ADC output

What exactly does the ADC output at such input voltage? Did you try on multiple pins? Does the sampling time setting influence the result?

Do you test this on a "known good" board such as a Nucleo/Disco, or your own board? In the latter case, could you run the test on a Nucleo/Disco?
