zero-byte transfer or Zero-Length Packet (ZLP)

Hello, I want to hold the completion of a EP0 Control transfer by delaying the sending out of the zero-byte transfer or Zero-Length Packet (ZLP).  Is there a way to do that?  I don't see that the firmware has control of this.
