Using STM32 ST-LINK Utility v4.2.0.0, STLinkUSBDriver.dll v5.0.3.0, ST-LINK_CLI.exe v3.2.0.0, ST-LINK/V2 with firmware V2.J34.S7 STM32+STM8 Debugger I am able to connect to a STM32G0 (Device ID 0x460, Rev B).
Using STM32 ST-LINK Utility v4.5.0.0, STLinkUSBDriver.dll v5.1.2.0, ST-LINK_CLI.exe v3.5.0.0, ST-LINK/V2 with firmware V2.J34.S7 STM32+STM8 Debugger I am not able to connect to a STM32G0 (Device ID 0x460, Rev B). The error message is:
14:42:43 : Can not connect to target!
If you're trying to connect to an STM32W1xx device, please select Normal or HotPlug mode from Target->Settings menu.
If you're trying to connect to a low frequency application , please select a lower SWD Frequency mode from Target->Settings menu.
14:42:46 : Can't reset the core
Settings are SWD, 4,0 MHz, Connect Under Rest, [x] Enable debug in Low power mode, Hardware Reset, Generate Trace LOG File.

Update: I have also had success using the latest version of STM32CubeProgrammer.
It is still desirable that the latest version of STM32 ST-LINK Utility not have the described software regression.
